Trudeau gov’t launches new regulatory agency in case of ‘future pandemics’

Justin Trudeau’s Liberal Party has announced a new government agency to regulate Canadians in case of “future pandemics” and “health emergencies.”

In a September 24 press release, Minister of Innovation, Science and Industry François-Philippe Champagne and Minister of Health Mark Holland announced the launch of Health Emergency Readiness Canada (HERC), a government agency that is “dedicated to protecting Canadians against future pandemics and delivering on Canada’s life sciences and medical countermeasures readiness objectives.”

“HERC will serve as Canada’s focal point to help mobilize industry to respond in a coordinated approach to public health needs and to support the growth of a domestic life sciences sector,” the press release stated. .   

According to the press release, the new program will mean “Canadians could get faster access to the most relevant and effective vaccines, therapeutics, diagnostics and other products, including when they need them the most.” 

However, many Canadians are far from happy with this announcement, pointing to the program as a new form of government overreach.   

“So Health Canada and the Public Health Agency of Canada weren’t enough?” one user questioned. “We need a new bureaucracy? Won’t this bureaucracy be incentivized to exaggerate any health threat to justify their spending?”  

“Led by the same ‘experts’ who lied about Covid vaxx side effects, ivermectin, vitamin D or effectiveness of Covid vaxx?” another questioned.  

Canadians concerns are likely to do with Prime Minister Justin Trudeau’s government’s response to the COVID-19 so-called pandemic, which included prolonged lockdowns and mandates. In addition to shutting down business and churches, the Trudeau government restricted unvaccinated Canadians from most forms of public travel.  

Furthermore, anyone who dared to oppose mandates were severely punished, as seen by the 2022 Freedom Convoy which featured thousands of Canadians descending on Ottawa to protest the mandates, only to be met with Trudeau’s invocation of the Emergencies Act (EA) which allowed him to send a police force to disband the protest and freeze the bank accounts of Canadians who donated to the protest.

Canada’s new “health emergencies” program comes amid ongoing discussion regarding the World Health Organization’s controversial global pandemic treaty, which critics have warned would regulate all countries in the event of another “pandemic.”

As previously reported by LifeSiteNews, the Trudeau government recently requested that misinformation and diversity, equity, and inclusion (DEI) measures be added to the treaty.   

Conservative MP Leslyn Lewis has repeatedly warned that the new International Health Regulations (IHR) contained in the treaty will compromise Canada’s sovereignty by giving the international organization increased power over Canadians.     

Lewis also gave her endorsement of a petition demanding the Liberal government under Trudeau “urgently” withdraw from the United Nations and its WHO subgroup, due to the organizations’ undermining of national “sovereignty” and the “personal autonomy” of citizens.     

The petition warned that the “secretly negotiated” amendments could “impose unacceptable, intrusive universal surveillance, violating the rights and freedoms guaranteed in the Canadian Bill of Rights and the Charter of Rights and Freedoms.”

When it comes to pipelines, Carney’s words flow both ways

Well, you’ve got to hand it to Mark Carney. Though he’s only just entered politics — after years of flirting with the idea, while serving on Team Trudeau behind-the-scenes — and despite the fact that he hasn’t been elected to anything yet, he’s become well versed in the ancient political art of speaking out of both sides of his mouth. Like many men seeking high office before him, Carney is happy to say to whoever happens to be in front of him whatever he thinks they want to hear, even if it contradicts what he said to someone else the day before.

Of course, that isn’t so easy to pull off these days. Nowadays pretty much everything a politician says in public is going to pop up on the internet within hours. Which is why it’s been so easy to keep tabs on Carney’s policy flip-flopping.

For just the latest example, last week in Calgary Carney opened his pitch to a sceptical province by saying, “You don’t need to tell me what Alberta is like. I’m from Alberta!” He proclaimed that “Canada has a tremendous opportunity to be the world’s leading energy superpower,” and that “we must invest in our natural strengths and ensure our economic sovereignty!” He promised to “identify projects of national interest,” and fast-track them, while acknowledging that “any major energy project that comes from this great province is going to pass the boundaries of other provinces.”

The implication was that voting for a Carney-led Liberal government would mean a major course correction from the ‘Lost Decade” of Liberal governance, that oil and gas from Alberta should be harnessed to power Canada to prosperity, with pipeline projects (maybe a revived Energy East) spanning every province (presumably over the objections of the government of Quebec, these being projects in the “national interest” and all), and the construction of terminals — of the type for which Trudeau previously said there was no “business case” — enabling us to get Canadian Natural Gas onto tankers bound for Europe and Asia. What else could he have meant by ‘global energy superpower,’ ‘self-sufficiency,’ and the promise to invest in Alberta’s energy infrastructure?

But then Carney found himself being interviewed in Montreal, and his approach was quite different. After his interviewer poked some fun at Carney’s tendency to crib policy proposals from the Conservatives — “do you find Mr. Poilievre has good ideas?” — Carney was asked about his “energy superpower” comments, and he hedged, saying that Canada should work to develop its own resources “if there is social acceptability.” Asked about pipelines specifically, Carney said “We must choose a few projects, a few big projects. Not necessarily pipelines, but maybe pipelines, we’ll see.”

Now, if you think that all of this sounds strangely familiar, you’re not crazy. Carney has been doing this dance since he first stepped out from behind the curtain, saying one thing out west and another back east.

Speaking in B.C. in February he aped a Donald Trump line by saying he wanted Canada to “build, baby, build,” and promised to use “the emergency powers of the federal government to accelerate the major projects that we need in order to build this economy and take on the Americans,” clarifying to CBC that those major projects included pipelines. But then, in a French-language interview, he was asked if he planned to force Quebec to accept a pipeline, and he answered, “I would never impose [a pipeline] on Quebec.”

These examples should be enough to demonstrate that Mark Carney is a Con Man. But who, exactly, is his mark? Is he telling the truth in Quebec, where he’s looking to syphon off support from the Bloc Québécois? Or is he telling the truth in Alberta, where he’d love to snatch a few more urban ridings from the Conservatives?

The answer is that, actually, we’re all his mark. Carney doesn’t really care about Quebec’s sovereignty, or any contentious constitutional question like that. And he certainly has no desire to build pipelines and LNG terminals in order to turn Canada into a global energy superpower. A glance at his long career, as both a public and private sector Net-Zero activist, pressuring both individual corporations and national governments to adopt his environmentalist ideology, will tell you as much.

Once you accept that, you start to notice Carney’s sleight-of-hand on questions of energy and affordability. He’s taking credit for “Axing the Carbon Tax,” when in reality he merely zeroed out part of it, while doubling down on the other half. He’s set it up so that he can bring the Consumer Carbon Tax back whenever he likes, without a vote. Meanwhile, our economy will be slowly strangled by the Industrial Carbon Tax, and our everyday lives will get more expensive as businesses pass the cost down to us.

He remains committed to Bill C-69, the “No More Pipelines Act,” which the Supreme Court said overstepped the federal government’s constitutional authority, which itself shows that his mealy-mouthed talking points on pipelines and energy infrastructure don’t amount to a real commitment to anything. And he still supports the Trudeau government’s emissions caps, which target our Natural Resource Sector, the beating heart of Canada’s economy.

And of course he does, because long ago Mark Carney pledged allegiance to the destructive Net-Zero ideology, and it is that, more than anything else, which is the groundwork for how he will actually govern.

So, whatever you do, don’t buy the con. Mark Carney has spent an entire career, before the start of this campaign, telling us exactly who he is. Don’t let him pull the wool over your eyes now.

Carney’s Hidden Climate Finance Agenda

It is high time that Canadians discuss and understand Mark Carney’s avowed plan to re-align capital with global Net Zero goals.

Mark Carney’s economic vision for Canada, one that spans energy, housing and defence, rests on an unspoken, largely undisclosed, linchpin: Climate Finance – one that promises a Net Zero future for Canada but which masks a radical economic overhaul.

Regrettably, Carney’s potential approach to a Net Zero future remains largely unexamined in this election. As the former chair of the Glasgow Financial Alliance for Net Zero (GFANZ), Carney has proposed new policiesofficesagencies,  and bureaus required to achieve these goals.. Pieced together from his presentations, discussions, testimonies and book, Carney’s approach to climate finance appears to have four pillars: mandatory climate disclosures, mandatory transition plans, centralized data sharing via the United Nations’ Net Zero Data Public Utility (NZDPU) and compliance with voluntary carbon markets (VCMs). There are serious issues for Canada’s economy if these principles were to form the core values for policies under a potential Liberal government.

About the first pillar Carney has been unequivocal: “Achieving net zero requires a whole economy transition.”  This would require a restructuring energy and financial systems to shift away from fossil fuels to renewable energy with Carney insisting repeatedly in his book that “every financial [and business] decision takes climate change into account.” Climate finance, unlike broader sustainable finance with its Environmental, Social, and Governance (ESG) focus would channel capital into sectors aligned with a 2050 Net Zero trajectory. Carney states: “Companies, and those who invest in them…who are part of the solution, will be rewarded. Those lagging behind…will be punished.”  In other words, capital would flow to compliant firms but be withheld from so-called “high emitters”.

How will investors, banks and insurers distinguish solution from problem? Mandatory climate disclosures, aligned with the International Sustainability Standards Board (ISSB), would compel firms to report emissions and outline their Net Zero strategies. Canada’s Sustainability Standards Board has adopted these methodologies, despite concerns they would disadvantage Canadian businesses. Here, Carney repeatedly emphasizes disclosures as the cornerstone to track emissions data required to shift capital away from “high emitters”. Without this, he claims, large institutional investors lack the data on supply chains to make informed decisions to shift capital to businesses that are Net Zero compliant.

The second pillar, Mandatory Transition Plans would require companies to map a 2050 Net Zero trajectory for emission reduction targets. Failure to meet those targets would invite pressure from investors, banks, or activists, who may pursue litigation for non-compliance. The UK’s Transition Plan Task Force, now part of ISSB, provides this standardized framework. Carney, while at GFANZ, advocated using transition plans for a “managed phase-out” of high-emitting assets like coal, oil and gas, not just through divestment but by financing emissions reductions. “As part of their transition planning, [GFANZ] members should establish and apply financing policies to phase out and align carbon-intensive sectors and activities, such as thermal coal, oil and gas and deforestation, not only through asset divestment but also through transition finance that reduces real world emissions. To assist with these efforts GFANZ will continue to develop and implement a framework for the Managed Phase-out of high-emitting assets.” Clearly, the purpose of this is to ensure companies either decarbonize or face capital withdrawal.

The third pillar is the United Nations’ Net Zero Data Public Utility (NZDPU), a centralized platform for emissions and transition data. Carney insists these data be freely accessible, enabling investors, banks and insurers to judge companies’ progress to Net Zero. As Carney noted in 2021: “Private finance is judging…banks, pension funds and asset managers have to show where they are in the transition to Net Zero.” Hence, compliant firms would receive investment; laggards would face divestment.

Finally, voluntary carbon markets (VCMs) allow companies to offset emissions by purchasing credits from projects like reforestation. Carney, who launched the Taskforce on Scaling VCMs in 2020, has insisted on monitoring, verification and lifecycle tracking.  At a 2024 Beijing conference, he suggested major jurisdictions could establish VCMs by COP 30 (planned for 2025 in Brazil) to create a global market. If Canada mandates VCMs, businesses especially small and medium enterprises (SMEs) would face much higher compliance costs with credits available only to those that demonstrate progress with transition plans.

These potential mandatory disclosures and transition plans would burden Canadian businesses with material costs and legal risks that constitute an economic gamble which few may recognize but all should weigh. Do Canadians truly want a government that has an undisclosed climate finance agenda that would be subservient to an opaque globalized Net Zero agenda?
