Justice Centre delivers 50,000+ petition signatures against Online Harms Act in Ottawa

Justice Centre President John Carpay will be in Ottawa on Wednesday, April 10, to deliver 50,000+ petition signatures against a proposed threat to freedom of expression in Canada
The Justice Centre for Constitutional Freedoms will present more than 50,000 petition signatures against the Online Harms Act to the Minister of Justice and all Parliamentarians tomorrow. At 10:15 a.m. ET on Wednesday, April 10, Justice Centre President John Carpay will deliver brief remarks on the Online Harms Act and Canadians’ response to it in front of the Prime Minister’s Office at 62 Wellington Street in Ottawa.
The Canadians who signed our petition assert that:
- The Online Harms Act threatens freedom of expression in Canada.
Canadians’ online expression should not be censored unless it violates the Criminal Code. - No Canadian should face an anonymous human rights complaint for what they have said.
- No Canadian should be hauled before a court or punished merely because somebody “fears” they will say something hateful.
- No Canadian should face life imprisonment for their expression.

The Justice Centre thanks every Canadian who participated in their democracy by signing this petition. More than 50,000 Canadians have said “no” to censorship. The Minister of Justice and all Parliamentarians should respond by amending the Online Harms Act accordingly.

Brownstone Institute has been tracking a little-known federal agency for years. It is part of the Department of Homeland Security created after 9-11. It is called the Cybersecurity and Infrastructure Security Agency or CISA. It was created in 2018 out of a 2017 executive order that seemed to make sense. It was a mandate to secure American digital infrastructure against foreign attack and infiltration.
And yet during the Covid year, it assumed three huge jobs. It was the agency responsible for dividing the workforce between essential and nonessential. It led the way on censorship efforts. And it handled election security for 2020 and 2022, which, if you understand the implications of that, should make you spit out your coffee upon learning.
More than any other agency, it became the operationally relevant government during this period. It was the agency that worked through third parties and packet-switching networking to take down your Facebook group. It worked through all kinds of intermediaries to keep a lid on Twitter. It managed LinkedIn, Instagram, and most of the other mainstream platforms in a way that made you feel like your opinions were too crazy to see the light of day.
The most astonishing court document just came out. It was unearthed in the course of litigation undertaken by America First Legal. It has no redaction. It is a reverse chronicle of most of what they did from February 2020 until last year. It is 500 pages long. The version available now takes an age to download, so we shrunk it and put it on fast view so you can see the entire thing.
What you discover is this. Everything that the intelligence agencies did not like during this period – doubting lockdowns, dismissing masking, questioning the vaccine, and so on – was targeted through a variety of cutouts among NGOs, universities, and private-sector fact-checkers. It was all labeled as Russian and Chinese propaganda so as to fit in with CISA’s mandate. Then it was throttled and taken down. It managed remarkable feats such as getting WhatsApp to stop allowing bulk sharing.
It gets crazier. CISA documented that it deprecated the study of Jay Bhattacharya from May 2020 that showed that Covid was far more widespread and less dangerous than the CDC was claiming, thus driving down the Infection Fatality Rate within the range of a bad flu. This was at a time when it was widely assumed to be the black death. CISA weighed in to say that the study was faulty and tore down posts about it.
The granularity of their work is shocking, naming Epoch Times, Unz.org, and a whole series of websites as disinformation, often with a crazy spin that identified them with Russian propaganda, white supremacy, terrorist activity, or some such. Reading through the document conjures up memories of Lenin and Stalin smearing the Kulaks or Hitler on the Jews. Everything that is contrary to government claims becomes foreign infiltration or insurrectionist or otherwise seditious.
It’s a very strange world these people inhabit. Over time, of course, the agency ended up demonizing much authentic science plus a majority of public opinion. And yet they stayed at it, fully convinced of the rightness of their cause and the justness of their methods. It seems never to have occurred to this agency that we have a First Amendment that is part of our laws. It never enters the discussion at all.
AFL summarizes the document as follows.
- CISA’s Countering Foreign Influence Task Force (CFITF) relied on the Censorship Industrial Complex to inform its censorship of alleged foreign disinformation narratives regarding COVID-19.
- Unelected bureaucrats at CISA weaponized the homeland security apparatus, including FEMA, to monitor COVID-19 speech dissenting from “expert” medical guidance, including President Trump’s comments about taking Hydroxychloroquine in 2020. Many of these “false” narratives later turned out to be true, calling into question the government’s ability to identify “misinformation,” regardless of its authority to do so.
- To determine what was “foreign disinformation,” CISA relied on the Censorship Industrial Complex’s usual suspects (Atlantic Council DFR Lab, Media Matters, Stanford Internet Observatory) — even those discredited for erroneously attributing domestic content to foreign sources (Alliance for Securing Democracy). CISA even relied on foreign government authorities (EU vs. Disinfo) and foreign government-linked groups (CCDH, GDI) that advocated for the demonetization and deplatforming of individual Americans to monitor and target constitutionally protected speech by American citizens.
For years, this story of censorship has unfolded in shocking ways. This document among tens of thousands of pages is surely among the most incriminating. And discussing it is apparently still taboo because the Subcommittee report on Covid never once mentions CISA. Why might that be?
In the strange world of D.C., CISA might be considered untouchable because it was staffed out of the National Security Agency which itself is a spinoff of the Central Intelligence Agency. Thus does its activities generally fall under the category of classified. And its many functioning assets in the civilian sector are legally bound to keep their relationships and connections private.
Thank goodness at least one judge believed otherwise and forced the agency to cough it up.

UNESCO launches course aimed at ‘training’ social media influencers to ‘report hate speech’

UNESCO’s bills its new ‘training’ initiative as empowering participants to be more credible and resilient while simply turning independent content creators into talking heads for the establishment.
UNESCO and the Knight Center for Journalism launch training courses, e-books, and surveys on disinformation and hate speech for influencers and content creators, big and small.
Last month, UNESCO published the results of a survey called “Behind the Screens: Insights from Digital Content Creators” that concluded that among 500 content creators in 45 countries that had a minimum of 1,000 followers, 62 percent said they did “not carry out rigorous and systematic fact-checking of information prior to sharing it,” while 73 percent expressed “the wish to be trained to do so.”
And lo and behold! UNESCO and the Knight Center for Journalism in the Americas have launched a re-education course to brainwash independent creators into thinking like unelected globalists and the legacy media, whose credibility are at an all-time low:
The journalism industry is on high alert as news audiences continue to migrate away from legacy media to social media, and many young people place more trust in TikTokers than journalists working at storied news outlets
“Respondents to the survey expressed interest in taking UNESCO’s free online course designed to equip participants with media and information literacy skills and knowledge,” the report states.
To get an idea of the make-up of those 500 content creators that were surveyed in the UNESCO study:
- 68 percent were nano-influencers – those with 1,000 to 10,000 followers
- 25 percent were micro-influencers – those with 10,000 to 100,000 followers
- 4 percent were macro-influencers – those with 100,000 to 1,000,000 followers
- 6 percent were mega-influencers – those with over 1,000,000 followers
Only 12.2 percent of the 500 people surveyed produced content under the category of “current affairs/politics and economy” while the majority covered “fashion/lifestyle” (39.3 percent), “beauty” (34 percent), “travel and food” (30 percent), and “gaming” (29 percent).

In addition to the survey and the online course called “Digital Content Creators and Journalists: How to Be a Trusted Voice Online,” UNESCO and the Knight Center also published an e-book in October called “Content Creators and Journalists: Redefining News and Credibility in the Digital Age.”
This pyramid of propaganda is billed as empowering influencers to be more credible and resilient, but these efforts are also aimed at turning independent content creators into talking heads for the establishment.

How can an independent content creator remain independent if he or she needs institutional support, guidance, and recognition?
This is an attempt by the United Nations to take independence away from the equation, so that its messaging becomes indistinguishable from mainstream, establishment narratives.
And between the survey and the e-book, there is not one, single, solitary example of disinformation or hate speech – save perhaps the claim that denying official climate change narratives is considered disinformation, but that’s highly debatable.
Threats to collective climate action are often perpetuated not only by individual creators but by industries, like fossil fuels, that actively shape public discourse to their advantage.
Speaking of climate change, the e-book contains a lengthy chapter called “Content Creators and Climate Change” that is entirely dedicated to pushing climate activism while claiming climate change disinformation is often perpetuated by coordinated campaigns from fossil fuel industries.
The UNESCO documents place heavy emphasis on disclosing who’s funding content creators while ignoring its partner, the Chinese Communist Party’s (CCP), and its alleged influence over UNESCO:
The Chinese Communist Party uses UNESCO to “rewrite history” and to “legitimize the party’s rule over regions with large ethnic minorities.”
When held to a mirror, UNESCO comes off as little more than hypocritical with massive conflicts of interests of its own:
One of the biggest ethical questions is knowing from where content creators derive their income.
At the same time, UNESCO points readers towards organizations like factcheck.org, which itself is funded by the likes of the U.S. State Department and the Robert Woods Johnson Foundation, the latter of which holds approximately $2 billion of stock in COVID vaccine manufacturer J&J, according to U.S. Rep. Thomas Massie.
In January 2021, UNESCO, the WHO, UNDP, EU, and the Knight Center for Journalism in the Americas ran a similar type of propaganda campaign for so-called COVID vaccine disinformation training for journalists as they are now doing for so-called climate change disinformation for content creators.
Another goal of UNESCO and the Knight Center is to create an environment where content creators snitch on one another under the guise of “hate speech”:
Among those targeted by hate speech, most chose to ignore it (31.5%). Only one-fifth (20.4%) reported it to social media platforms. This indicates an area where UNESCO and its partners could provide valuable training for digital content creators on how to effectively address and report hate speech.
In other words, the U.N. is partnering with journalists to teach influencers how to become victims that need protection.
Hey! Content creators. Were you aware that any criticism against the propaganda that we’ve planted within you means that you were a victim of hate speech? No? Well, climb on board and let’s “effectively address and report hate speech!”
