The Canadian Taxpayers Federation is calling on all premiers to join New Brunswick Premier Blaine Higgs and launch a legal challenge against the federal carbon tax.

“Higgs is right that the carbon tax is an unfair punishment on Canadians and all premiers should stick up for their taxpayers by following his lead,” said Franco Terrazzano, CTF Federal Director. “Taxpayers are taking it on the chin every time we pay our heating bills and Prime Minister Justin Trudeau is blowing a hole through constitutional accountability with his unequal application of the carbon tax.”

Higgs announced that if he is re-elected, the New Brunswick government would launch a renewed legal challenge against the federal carbon tax.

The federal carbon tax “carve-outs violate the Supreme Court’s ruling, and the tax makes gas, groceries, and essential services more expensive,” according to the Progressive Conservative Party of New Brunswick.

Last year, the federal government announced it is removing the carbon tax from furnace oil for three years, but did not exempt other forms of home heating energy.

“Across Canada, fuel oil makes up just three per cent of residential heating energy,” according to the government of Nova Scotia. “Natural gas was the most commonly used energy source for residential heating.”

The average home uses 2,385 cubic metres of natural gas per year, according to the Canadian Gas Association. That means removing the current federal carbon tax would save the average home about $360 this year.

“When Trudeau announced his furnace oil carve out, he admitted the carbon tax makes life more expensive, he admitted the carbon tax is all about politics and he left 97 per cent of Canadian families out in the cold,” Terrazzano said. “All premiers should do everything in their power to fight the carbon tax.”

A 2023 Leger poll found 70 per cent of Canadians support removing the carbon tax from all home heating fuels.

Cost of Ottawa’s gun ban fiasco may reach $6 billion

Four years ago, the Trudeau government banned “1,500 types” of “assault-style firearms.” It’s time to ask if public safety has improved as promised.

This ban instantly made it a crime for federally-licensed firearms owners to buy, sell, transport, import, export or use hundreds of thousands formerly legal rifles and shotguns. According to the government, the ban targets “assault-style weapons,” which are actually classic semi-automatic rifles and shotguns that have been popular with hunters and sport shooters for more than 100 years. When announcing the ban, the prime minister said the government would confiscate the banned firearms and their legal owners would be “grandfathered” or receive “fair compensation.” That hasn’t happened.

As of October 2024, the government has revealed no plans about how it will collect the newly-banned firearms nor has it made any provisions for compensation in any federal budget since the announcement in 2020. Originally, the government enacted a two-year amnesty period to allow compliance with the ban. This amnesty expired in April 2022 and has been twice extended, first to Oct. 30, 2023, then to Oct. 30, 2025.

Clearly, the ban—which the government calls a “buyback”—has been a gong show from the beginning. Since Trudeau’s announcement four years ago, virtually none of the banned firearms have been  surrendered. The Ontario government refuses to divert police resources to cooperate with this federal “buyback” scheme. The RCMP’s labour union has said it’s a “misdirected effort when it comes to public safety.” The Canadian Sporting Arms & Ammunition Association, which represents firearms retailers, said it will have “zero involvement” in helping confiscate these firearms. Even Canada Post wants nothing to do with Trudeau’s “buyback” plan. And again, the government has revealed no plan for compensation—fair or otherwise.

And yet, according to the government, it has already spent $67.2 million, which includes compensation for 60 federal employees working on the “buyback,” which still doesn’t exist.

It remains unclear just how many firearms the 2020 ban includes. The Parliamentary Budget Officer  estimates range between 150,000 to more than 500,000, with an estimated total value between $47 million and $756 million. These costs only include the value of the confiscated firearms and exclude the administrative costs to collect them and the costs of destroying the collected firearms. The total cost of this ban to taxpayers will be more than $4 billion and possibly more than $6 billion.

Nevertheless, while the ban of remains a confusing mess, after four years we should be able to answer one key question. Has the ban made Canadians safer?

According to Statistics Canada, firearm-related violent crime swelled by 10 per cent from 2020 to 2022 (the latest year of comparable data), from 12,614 incidents to 13,937 incidents. And in “2022, the rate of firearm-related violent crime was 36.7 incidents per 100,000 population, an 8.9% increase from 2021 (33.7 incidents per 100,000 population). This is the highest rate recorded since comparable data were first collected in 2009.”

Nor have firearm homicides decreased since 2020. Perhaps this is because lawfully-held firearms are not the problem. According to StatsCan, “the firearms used in homicides were rarely legal firearms used by their legal owners.” However, crimes committed by organized crime have increased by more than 170 per cent since 2016 (from 4,810 to 13,056 crimes).

Meanwhile, the banned firearms remain locked in the safes of their legal owners who have been vetted by the RCMP and are monitored nightly for any infractions that might endanger public safety.

Indeed, hunters and sport shooters are among the most law-abiding people in Canada. Many Canadian families and Indigenous peoples depend on hunting to provide food for the family dinner table through legal harvesting, with the added benefit of getting out in the wilderness and spending time with family and friends. In 2015, hunting and firearm businesses alone contributed more than $5.9 billion to Canada’s economy and supported more than 45,000 jobs. Hunters are the largest contributors to conservation efforts, contributing hundreds of millions of dollars to secure conservation lands and manage wildlife. The number of licensed firearms owners has increased 17 per cent since 2015 (from 2.026 million to 2.365 million) in 2023.

If policymakers in Ottawa and across the country want to reduce crime and increase public safety, they should enact policies that actually target criminals and use our scarce tax dollars wisely to achieve these goals.

The Problem of Corporate Tax Rate Hikes

Why it’s nearly impossible to avoid causing more harm than good

Are Canadian corporations paying their share? Well, what is their share? And before we go there, just how much are Canadian corporations paying?

According to Statistics Canada, in the second quarter of 2024 the federal government received $221 billion from all income tax revenues (excluding CPP and QPP). Provincial governments took in another $104 billion, and local (municipal) governments got $21 billion. Using those numbers, we can (loosely) estimate that all levels of government raise somewhere around $1.38 trillion annually.

If you’re curious (and I know you are), that means taxes cost each man, woman, and child in Canada $33,782 each year. Trust me: I feel your pain.

Based on Statistics Canada data from 2022 (the latest comparable data available), we can also say that roughly ten percent of those total revenues come from corporate taxes at both the federal and provincial levels.

Keep that 10:90 corporate-to-personal tax revenue ratio in mind. Because what if raising the corporate tax rate by, say, five percent ends up driving businesses to lay off even one percent of workers? Sure, you’ll take in an extra $7 billion in corporate taxes, but you might well lose the $12 billion in personal income taxes those laid-off workers would have paid.

How Much Should Corporations Pay?

Ok. So how should we calculate a business’s fair share? Arguably, a single dollar’s worth of business activity is actually taxed over and over again:

  • When a corporation earns revenue, it’s taxed on its profits.
  • Any remaining profit may be distributed to shareholders in the form of dividends. Shareholders, of course, will pay income tax on those dividends.
  • Corporations pass on part of the tax burden to consumers through higher prices. When consumers pay those higher prices, a part of every dollar they spend is indirectly taxed through the corporation’s price adjustments.
  • Employee wages paid from after-tax corporate profits are taxed yet again.
  • Shareholders may eventually realize capital gains when they sell their shares. These gains are, naturally, also taxed.

I guess the ideal system would identify a corporate tax rate that takes all those layers into account to ensure that no single individual’s labor and contribution should carry an unreasonable burden. I’ll leave figuring out how to build such a system to smart people.

Does “Soaking Rich Corporations” Actually Work?

Do higher corporate taxes actually improve the lives of Canadians? Spoiler alert: it’s complicated.

Government policy choices generally come with consequences. From time to time, those will include actual solutions for serious problems. But they usually leave their mark in places of which lawmakers were initially barely aware existed.

Here’s where we get to explore some of those unintended consequences by comparing economic performance between provinces with varying corporate tax rates. Do higher rates discourage business investment leading to lower employment, economic activity, and incoming tax revenues? In other words, do tax rate increases always make financial sense?

To answer those questions, I compared each province’s large business tax rate with four economic measures:

Using four measures rather than just one or two gives us many more data points which reduces the likelihood that we’re looking at random statistical relationships. Here are the current provincial corporate tax rates for large businesses:

If we find a significant negative correlation between, say, higher tax rates and outcomes for all four of those measures, then we’d have evidence that higher rates are likely to have a negative impact on the economy (and on the human beings who live within that economy). If, on the other hand, there’s a positive correlation, then it’s possible higher taxes are not harmful.

When I ran the numbers, I found that the GDP per capita has a strong negative correlation with higher tax rates (meaning, the higher the tax rate, the lower the GDP). GFCF per capita and the private sector employment rate both had moderately negative correlations with higher taxes, and my own composite economic index had a weak negative correlation. Those results, taken together, strongly suggest that higher corporate tax rates are indeed harmful for a province’s overall economic health.

Here’s a scatter plot that illustrates the relationship between tax rates and the combined outcome scores:

Alberta, with the lowest tax rate also has the best outcomes. PEI, along with New Brunswick and Nova Scotia, share the high-tax-poor-outcome corner.

I guess the bottom line coming out of all this is that the “rich corporations aren’t paying their share” claim isn’t at all simple. To be taken seriously, you’d need to account for:

  • The true second-order costs that higher corporate taxes can impose on consumers, investors, and workers.
  • The strong possibility that higher corporate taxes might cause more harm to economies than they’re worth.
  • The strong possibility that extra revenues might just end up being dumped into the general pool of toxic government waste.

Or, in other words, smart policy choices require good data.
